I haven't been able to write a working OS disk with EMX since I made a Plus OS once disk years ago.  I can burn banks OK but all the OS's get the error you get, 

Try burning the plus OS, that's the only one I could ever burn successfully.

I have a bunch of Emax disks with various OS's and that's what I use to make OS disks for others.

you could make the SE upgrade with that OS though.
