Sounds like either a capacitor has blown (easy to get and replace), or a cold solder on the bottom of the board is arcing.... remove the power supply. You may see the top of one of the "cylinders" with the metal tops bulging upward or just plain blown. That would be a capacitor. A cold solder would be a break in the contact on the bottom of the board- this could be less obvious to the layman w/ minimal electronics experience.... Just my opinion though....
