I'd be interested to find out what the issue is myself here. Mine (bought s/h) has exactly the same issue. Did post about this ages ago but haven't been using the modular much.
My Wasp was working fine, had it out of the case for a while and on putting it back in got exactly those symptoms. I've tried swapping the CD4069, the CA3080 and even the 5532 with no change at all. Examining the board shows no obvious shorts / damage / solder bridges or dry joints.

Unfortunately the Service Manual for the WASP does not contain the exact 
IC type. But there exist buffered and unbuffered versions: CD4069BE is 
the buffered CD4069UB or CD4069UBE is the unbuffered one. Maybe the 
original circuit requires the unbuffered ones, whil you usually will get 
the buffered ICs if you order a CD4096 at the usual shops.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
