Unfortunately the Service Manual for the WASP does not contain the exact IC type. But there exist buffered and unbuffered versions: CD4069BE is the buffered CD4069UB or CD4069UBE is the unbuffered one. Maybe the original circuit requires the unbuffered ones, whil you usually will get the buffered ICs if you order a CD4096 at the usual shops.
