no, the bell can be used for choking (and if the felts are tightened down to much will do it automatically), however, it is a working trigger installed on the bell, if you go to www.nscomp.com/drumpics and look at the VC pics you can see my VL cymbals and will see how the bell is set up. :)

Technically, if not necessarily exclusively, these are crash cymbals, 
with the switch used for choking, no?
