Yeah. This is why many (including me) find it a bit counterintuitive to have
controls labeled for a "negative" condition. I prefer a switch named
"Enable/On" to one marked "Bypass/Off/Defeat," in order to circumnavigate
that obfuscation. <g>

On the other hand, in this case, when the switch is down, the delay is
in-circuit, or on. So that follows down=on.
