I always sand and primer the metal first. I don't know if the primer is
necessary, but the sanding certainly helps. Then I use Super 77 and coat the
whole mess with enough polyurethane to keep it all together. So far it's
worked fine, but only time will tell.

With permanent adhesives, you really have to lay it on and let it dry before
putting them together. If nothing you're using is working, try getting some
contact cement, the stuff they use to laminate Formica (tm) onto your
kitchen counters. Coat that stuff on, let it dry for five minutes, and I
guarantee you aren't ever going to get that paper off without soaking the
whole thing in solvent.
