I have a possible solution for the "which side should the power cord be on"
question.

I am relatively certain that the standard IEC recessed AC connectors are
available as both "female" and "male". if you designed the panel with the
knockout for them, one could use either. The guys wanting forward power
cables (mounting in the front of the rack) would request the male connector
so their power cable would plug is as it does today. Same for the guys
mounting theirs in the backs of cases.

However, if someone wanted his power cable rear facing, the cable would be
wired in directly, and the "female" version of the IEC connector inserted
as a "Switched AC extension."

Just a method where one size fits all just by changing connectors.
