No, you're right. When I wrote that about filing the holes I was addressing
people who had bought the MOTM pre-painted front panel blanks. I myself have
been using some unfinished 19" rack blanks lying around that I had ordered a
while ago. What I actually do after drilling is hit both sides with a belt
sander. That helps the primer coat stick better anyway.
Pre-painted blanks don't help me since I'm gluing paper graphics over the
panel blanks and coating them in polyurethane, so raw stock is just as well.

Just out of curiosity, why not paint the board after drilling? That way any
rust-proofing in the paint will cover the whole thing, instead of missing
the insides of the holes? Or do you loose grounding that way...? And I
suppose you run the risk of getting too much paint in the hole, making it
too tight of a fit. But then you can file that out... Details, details,
details...
