440KHz, actually. :) I have an 8700 along with it's whopping 1K of RAM
and ROM. A PIC could probably do this, but I would be inclined to use a
micrcontroller that can make efficient use of RAM. There are several in
the PIC family as well as my long-time favorite Z8 family that work with
external RAM. RAM can be made to work on kust about any PIC, but the ROM
space is finite and I would not want to use the bulk of it to operate a
RAM interface.
