Try this freeware:

I just tried it out and it does indeed support 8bit AIFF. You have to
Export, OK through the tagging window, select "Other uncompressed files",
then hit the Options button, select more stuff... (a bit tedious). If you
have each sample in a separate track you can "Export Multiple" and only do
the dance once.

Note that any app that uses the libsndfile library should also work but I
can't think of any other free editors at the moment.
