Paul's obviously the expert here. To me, it sounds like most everything is OK, but it shouldn't be doing what you describe across the frequency range. The first thing I would do is to double check is that the proper component values are where they should be. This includes the potentiometers. You have the benefit of being able to directly compare the one you built to your Synthtech-built module. Also be sure all IC's are in the correct orientation, especially all of the SSM chips.

Is this normal?
