Reading this again, I see that all you need is a divider and AND gates.
Divide by 2, 4, 8, etc., then logically AND each output with the input gate
for every 2nd, 4th or 8th gate. Look at the modified MOTM-120R from Tellun
Labs, or the Pulse Divider and Logic PCBs from CGS. The CGS VC Divider
provides the divided gate output directly, but only one stage of division
for each VC Divider.
