I'm not absolutely sure how Larry did this but he might have used thefour outputs of the LM3914 to drive LEDs as well as switch the MAX364.The 3914 provides a common at each step and the 364 is a "reverse"control type switch (high = OFF).
Some experimentation is in order unless someone can locate a schematic.
