I've seen this happen in my system. I started with a pretty hefty Power-One
supply and paid careful attention to the total calculated current draw as I
added modules. Eventually the supply would not turn on reliably, even though
the total current draw was far less than its rated limit. It may or may not
have been coincidental that one of the last modules I added was a Blacet
Time Machine, a module that has an asymmetric current draw (i.e., it draws
more from the +15V supply than the -15V side). The system would run once it
powered up, but it didn't always power up on the first attempt which was
disconcerting.

I added a second, smaller Power One supply, redistributed the modules across
the two, and now both supplies power up without trouble.
