I believe Paul is referring to an op-amp configured with 1/.98 "gain". If
you're really concerned about accuracy (or you're using 5% resistors), you
can add a little "tuning" potentiometer.

It should just require a few resistors and half a dual op-amp. I suggest
you try this method (via active electronics) instead of a passive
component method.
