They count counter-clockwise, from pin 1. In 99.999%, pin 1 is the top, left corner.
The exception in the PLCC package, where pin 1 in the in middle of the top row (the package is a square).
The thing to remember is to count counter-clockwise.
So, for a 8-pin part, pin 1 is "across" from pin 8.

If pin 1 on an IC is the one with the dot than what are the other pins?
Do they go
1-3-5-7 on one side and
2-4-6-8 on the other

8-7-6-5
or
