a) Made sure the RES pot on the pcb is a 149 pot, and NOT a 148 pot. The
other 3 pots are 148s.

b) Make sure all the diodes are pointing the same way.

c) Make sure R10, 12 and R13 are 10K, and R11 is 1M, and R14 is 200K.

d) Use DVM: make sure U2 pin 7 goes from 0 to +10 as you turn the RES pot.
If not, I bet the coax
is shorted to ground on the RES jack or on the pcb.
