I don't have mine in front of me, but I pretty much expect chips to go in
flat when I socket them. I ∗always∗ have to form the legs a little bit on a
chip, and when I insert it, I push it in about 1/3 of the way and then hold
the board edgewise to ensure that no pins are bent (very easy to do and hard
to detect), then I go another 1/3rd, check again, etc.
They do sell chip pullers & insertion tools. I just "roll" the legs a little
bit on my anti-static map to get the pins to come in a little bit.

So should the CEM chip sit absolutely flat on the socket?
Mine sticks up by maybe 1/2-3/4 the thickness of a dime. Anybody else have
to bend the legs in a little bit to get it in. W/O doing that there was
absolutely no way it was going in by itself.
