I use my trusty General Tools brand T-Handle Reamer available from these
folks:

A few turns from either side of the front panel will enlarge the hole just
enough to make everything fit and the hole will remain perfectly round.

Use this only on the bare front panel ( without circuit board or pots or
jacks attached ) and do it only over a wastebasket and clean the panel
carefully after - you ∗will∗ generate lots of little pieces of nasty
conductive swarf that need to be gotten rid of. Check the fit with a pot or
jack, treat the holes that need it and then start the front panel assembly.
