Hi there,
 what type of pad are you talking about ?
Some were worse than others, especially the SDS7 first generation (XLR connection). It's been better on the following pad generation but still...
honnestly Simmons pads are not very good on the acustic point of view. Even the Hexaheads were kind of noisy.
but anyway you could maybe just feel it with Cellulosis (cotton wool padding) to see how it goes on the resonnant point of view. And it won't be radical works on the pad.

Hans Suggestions are very interesting too about the impact / shock absorbing aspect. That s probably your main noisy problem.
