Both will work. Original Pearl stands appear on Ebay at reasonable rates from time to time. I recently checked those: http://www.musicstore.de/en_EN/GBP/Fame-Double-Tom-Stand-DTS9000-for-Pearl-toms/art-DRU0017469-000
I assume they are pretty much the same that those you have linked to (apart from the cymbal arm) and just appear under several brands. The quality is quite ok. In fact much better than the original crappy Simmons stands :-P
"Best" is not easy to answer: Simmons pads are rather light so there is not really a need for double braced legs
