I had exactly this problem. Took it to my local vintage electronics friend. I assumed it was a switch problem, but this didn't seem to be the case.
There was some issue with voltage building up on the power buss which runs through the back of the unit. My friend thought it was somehow related to the input for the hihat pedal, and built a simple bypass to fool the device into thinking the pedal is present - and this seemed to fix the issue - but only for the Tom modules!
Bass and Snare still suffer from the same issue - but very inconsistently. Sometimes I switch on from cold and they are fine. Other times I switch on and have to wait 15 - 20 minutes before I can start selecting other modules.
