It's possible the EPROM is damaged. It's also possible that the pins
aren't making good contact with the ZIF socket - removing the chip and
giving the pins a careful clean and putting the chip back might help.

Perhaps you could post a sample of the noises somewhere?

There are loads of EPROM images available on the 'net, and I'm sure
someone near you would be able to burn an EPROM or two for you.
