That could possibly be some sort of conductive gunk on the board. The
CMOS chips used, particularly the demux and flip-flop mentioned by
Michael Buchner, are very sensitive.

I'd suggest giving the board a good clean with PCB cleaner (or even just
plain ordinary contact cleaner) and allowing it to dry thoroughly, first.
