If the runout of the dremel is low enough yes.
you can use the highest speed, professional drills run at 20000 rpm and up.
It will also work at 10000 i think. (feed slow)
remember, cutting speed is dependent of diameter, tiny diameter needs huge
speed.
If you use carbide drills you will want some sort of guiding mechanism for
the drill.
It is unlikely that you can hold the drill steady ehough to prevent
breaking.
Some use the dremel drill stand and have good results.
You can make a pivoting drill stand yourself (a lever holding the dremel).
There were complaints about the bad quality of the dremel, and runout.
I think it depends a bit on luck. It is probably better to get a machine
with precision
ground self centering collets if you are going to buy a new one (e.g.
proxxon IB-E or
various bigger straight grinders).
