Chlorine gas generation is not a problem unless too
much current is used. My rule of thumb is if I see
∗any∗ bubbles, I've got chlorine gas generating. For
sure, low current takes longer to plate out the
copper, but I'm not in a huge hurry (I'm not
manufacturing for money, just as a hobby).
