I’m using an HP 4250 with ‘reman’ toner and it seems to work mostly okay. Seems to be a matter of pressure with the iron and sufficient time to get it all over. I am finding however that the etchant sometimes gets under it.. don’t know if that’s toner or leaving the board too long.

I'm having a heck of a time getting a decent transfer of toner from my
HP laserjet 5000. I've had good luck in the past with the Pulsar
paper and am not interested in going back to magazine paper or anything,
as the rest of the process works fine. What I'd like is specific
recommendations for toner refill cartridges that people are using with
good transfer results in HP laser printers.
Pulsar says it has to do with the composition of the toner material used
but I'm sure this varies from supplier to supplier. I'm sure some on
this reflector are using HP laser printers and would really appreciate
information and specifics on toner cartridges that produce good black
void-free images on Pulsar paper.
