Just to add to this discussion:
http://www.flickr.com/photos/wb8nbs/9187175381/I got this small cast iron drill press at a flea market. Added the stand and belt. No information on the original use of the device though I suspect it was part of some larger machine. It is very accurate, but only about 3000 rpm.
