If the PDF files are high enough resolution and accuracy they possibly could
be used directly for etching a PCB if scaled as required.
In that case the only missing data is to generate the drill file.

case, I dont think there is any software that can make gerber files from
pdf's, send me the images silkscreens and the schematics with dimensions and
specifics for any components you will be using, I will see if I can make the
gerber files for you.
