The trick to solving many problems is finding the right search terms. Here are some Google terms which lead to sources of gummed paper in A4 sheets. I think there's a good chance that these could be used for printing and toner transfer in a similar fashion to the Pulsar paper:

There is also "flap gum" or "envelope gum", which can be spread on to paper and let to dry, so it forms a gum surface just like on lick-to-stick postage envelopes or stamps - which I think is the same or similar coating as on the Pulsar paper.
