Turn off every layer except the bottom and the board outline. Print
that.

Eagle prints whatever layers are visible at the time.

Remember that the layer is reversed, if it's the bottom layer, which
is fine for toner transfer. For the top layer, you need to mirror it
yourself in the printout. Always include a word that must be read
properly to see if the layer must be reversed. ALL layers for toner
transfer must read reversed when printed. ALL layers for direct
printing (if used), must read correctly.
