Looks like some sort of electroless flash copper plating with a tin plating afterwards.
I've been using the Think and Tinker method with huge success.
http://www.thinktink.com/stack/volumes/voli/store/inksup.htmits very simple and much less involved then the video.
I use the Think and Tinker conductive ink. For the plating solution I use the Caswell Plating solution.
http://www.caswellplating.com/kits/plugnplate.htmI just purchase the chemicals and do it with a standard 10 amp power supply.
