There is a trick to this.
Grab a piece of foam rubber, flexible polyurethane foam. Moisten it
with water and rub the PCB down with it.
The foam rubber will grab the paper really well and remove all of it
reliably. It doesn't damage the toner.
Much better than rubbing your thumb sore.
