Pads, unless surface mount pads, or specified as one layer only, appear on all track layers. Do a little experimental circuit with surface mount pads, through hole pads and non symmetrical text to see the effect. I have attached a pcb with top surface mount component, top tracks, text and through components. If you select it all and move it to the bottom layer then print out the bottom layer, all is ok, except the surface mount component does not appear.
If your board has surface mount components you need to find the printer driver that pretends it's a pdf printer and print to that, by making it your default printer, to produce a PDF of the board. You can then reverse that by printing from a pdf reader programme. Non 1:1 scaling can be a result of this process and you may need to alter the printer scaling to get it the right size.
If you are using photo sensitised board the problem is reversed as you need the emulsion surface to print toner to ensure the best resolution. Some printers have a transparency option and will print in reverse when this option is selected.

The board was developed by someone else and I'm getting the ExpressPCB

info from his web site. The board is two-sided.



I am able to print the bottom layer as you suggest and it is mirrored.

And then I can delete the bottom layer.



Moving the top layer to the bottom layer has not been successful as of

yet. Much of the top layer will move to the bottom layer, but every pad

stays on top. Is there a property that is set or perhaps something else

that prevents the pads from moving to the bottom layer?
