If it's solid copper, then yes. If it has thu-hole components, then no.

It also depends on whether your using positive or negative resist.

Hi
Just had a thought about a board i have to do soon
it needs to have a ground plane on the top side.

Now i have got some d\side photo resist board, and
i was thinking that if i do not expose the side that
is going to be the ground plane to UV, and just develop
it, would that keep it covered so that after etching i
have got a ground plane ??
