The unit does not need to be in any special mode while transferring
sequences with E-Loader.

What happens when if fails? Is there an error message reported?

If you choose the Show Available MIDI Devices item in the MIDI menu it
should show your MP-7 in the list. If it doesn't, something is not set up
correctly. Does it show up in your system?

If not, you need to determine if the problem is MIDI In or MIDI Out. You can
use the MIDI Tracker window to show if MIDI is coming In (play any keys on
the MP-7 and you should see activity in the window) and you can verify if
MIDI Out is working by clicking and dragging on the MIDI Tracker grid and it
should play your MP-7. In addition to hearing the MP-7, you should be able
to see the MIDI In and Out LEDs blinking. Those tests will tell if both In
and Out are working correctly.

As someone else pointed out, make sure that the Device ID is set the same on
the unit (found in the MIDI menu) and in the MIDI Device Configuration
window in E-Loader.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
