I do not know of a way that you can have arps transmit notes with 
ranomized velocities to an external synth via MIDI.

However, iF you want some randomness on how your arps notes sound to 
the ear from the E-Mu sound engine, you can use patchcords.

Basic idea:
Velocity is simply one controller that can change different 
parameters (such as volume, envelope, filter, etc.)

You can use XfdRand, KeyRand1, and KeyRand2 in layer level patchcords 
to "randomly" change volume, evevelope, filter, etc. for each note as 
it is played.

For each note played (either by hand or by the arpeggiator) these 
random functions will change the sounds internally.

I will try to come up with a set of steps to demonstrate this, if it 
would help.
