Wouldn't it depend on the input impedance of whatever the output(s) of the joystick is/are plugged into?

But I would strongly suspect that Dave is correct, and that the current consumption is considerably lower than the 15mA-95mA required by most (non-passive) Blacet modules.  FWIW I'm using an 800mA supply (required since there are two 95mA Time Machines) to power my 3 fracracks of Blacet/Wiard modules.
