When you get a synth or effects unit that's been exposed to a smoking environment and it's got a fan, a film of tar and other particulate matter settles over the innards. The fan draws in dust and the dust sticks to the tar creating a film of dusty goo over everything. (http://www.synthservices.com/fx the last two pictures on the page).
