Martin's point here is very important. Additionally, the presence of a third 'earth' or 'ground' pin does not imply the circuit is grounded through anything other than bonding to the neutral conductors. Earth bonding to neutral is OK but relies heavily on the distance/resistance to the point at which the neutral is grounded. I would beg to differ a little bit though - I have come across neutral grounded system where the resistance between neutral/ground to real earth is high enough to be hazardous.
Completely agree about this system not draining static and a good, real ground/earth conductive path is essential to dissipate static.
For that you need a proper ground/earth wire from the main frame of the 'tron to a rod in the earth. Unless you have a true ground, problems will ensue. So the rule of thumb is to have a live, neutral AND earth.
Yep as above - and that earth should be as low a resistance as possible, which is not always the case where the neutral used for grounding goes to earth miles away from the installation.

Another possibility is an intermittent ground loop through the track selector switch. Jerry Korb found a way to get rid of this. See Ken Leonard's Moneypit session here for a description:
