Another HTML fix

Here is another 'cleansing' of the HTML for the new stuff:

I think the main issue is running at 800 x 600 or 1024 x 768 and the background tile is too
short. So I shortened the uSuq photo some and fixed some <FONT> tags.

It now looks good on Linux with Konqueror at full width (in 
1024x768). The black horizontal border reappears however 
(starting at the bottom of the document and moving up) when 
the window is narrowed say 100 pixels. It wont go higher 
than the bottom of the uSeq section.

Possibly a Konqueror problem?

I think that it's basically a by-product of using a tiled background on a
very long page. If the user's browser is configured such that not all of the
text will fit within the height of one copy of the background image, then a
black band appears across the page where the next copy of the background
image starts. Whether or not the text will fit depends on the user's
browser's font and font size, screen resolution, browser's HTML rendering
idiosyncrasies, etc.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
