Not at all.

An Attenuator reduces gain of 1 signal. A mixer adds 2 or more
signals together.

A mixer, in its simplest form, consists of more than one attenuator 
(generally one per channel), with the outputs of *all* the 
attenuators (attenuated channels) summed together.
