Tone Burst Generator

What is it? Would the circuit from this make a good future MOTM module?

General Radio Tone Burst Generator 1396A
This would be described more as a tone burst controller. It takes a steady
audio tone and using it as a time base, turns the signal off and on by
counting the period or cycles of the signal. The signal can also be
controlled by timing from 1 millisecond to 10 seconds. All this is used in
advanced audio equipment testing. This unit checks out ok and is in
excellent physical condition. Buyer pays actual shipping charges

It made a great Stereolab song, so whatever it is, it can't be that bad.
