Yes,  That's it exactly.  It also brings the modules right out to the side of
the case, so you don't have to have a filler strip.  Paul's rails are going to
be 12U wide and that's the size I made mine, but you could make them any
length you want or screw two of the 12U rails on side by side and have a 24U
case.
