Thanks to the list for the suggestions and thanks to Paul for calling 
with advice.

After resting my eyes after a late night soldering, I took another 
close look and discovered the problem.  Turned out to be just a 
solder bridge between 2 of the pins of the Res. Pot.

Works like a charm now.
