What does a VC Lag do?

Forgive my ignorance but I have always wondered what a lag processor 
does. Or, what does it allow you to do?

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
