The '700 adds no offset, however, it *does* add series resistance.

If VCO #1 goes through the '700, and VCO #2 does not (assuming both get the
same CV)
then the '700 channel is adding resistance, which is added to the 100K input
resistance
on the 1V/oct input.

So, use the FM1 or FM2 input instead and "dail in" the tracking. This may be
touchy, however.

Or, use the other '700 channel with VCO #2's CV. just set the switch to be
ON all the time, and
then the added resistance is the same for each VCO's cv.

Lastly, be sure the MODE is VOLTAGE and not audio (assuming the switch is
wired correctly :) )
