It means knowing how to do the 120 (or 240) volt AC wiring to the power 
supply, switch, and fuse so that you wind up with a safe cabinet and 
don't electrocute yourself.  If you have not done this before, and don't 
do it right, it can be dangerous.  You don't find much beginner help on 
this topic online, because people don't want liability for giving you 
instructions and then you kill yourself.  AC wiring has to be done 
correctly, it has to be secure so as not to come loose, and it has to be 
properly insulated.  That's what you need to know and do.
