Okay, my two cents ... On the last board I built, I just put the mounting bracket flat on my table, placed the spacers over the holes, held the PCB up, dropped the screws into the PCB and dropped all 4 screws into place. If the screws don't drop into place, use a small screwdriver to nudge the spacer over. In the past, I've used other techniques, but they all involve flipping the PCB or mounting bracket over and I don't like digging spacers out from under my refrigerator.
